Age decides the registration

Below a certain threshold a person is either not registered at all or only against a surcharge. Which threshold applies depends on the company, the branch and the vehicle class, not on the country alone.

So check in the specific offer from what age registration is possible. A general statement about the USA does not carry, because conditions differ between companies and states.

How long the licence has been held counts separately

Besides a minimum age, many terms require the licence to have been held for a certain period. Both requirements apply together and are checked at the handover.

Someone who meets the age but has held the licence only briefly can still be turned away. That detail sits in the terms and belongs before the booking.

The surcharge applies per driver and per day

The young driver surcharge is calculated per registered person and per rental day. Two young drivers mean twice the amount, and over two weeks it adds up considerably.

So do not reckon with the headline daily rate: add the surcharge for everyone affected across the whole rental period.

Putting the contract in an older name solves nothing

It is not enough to put the contract in an older person’s name if a younger one actually drives. Whoever drives has to be registered, and the age conditions then apply again.

An unregistered driver can cause the cover to lapse. The apparent shortcut is therefore the greater risk, not the cheaper solution.

Get it in writing before you travel

For the specific pickup branch, have it confirmed from what age and from what licence-holding period registration is possible, what surcharge applies and which classes remain open.

Bring that confirmation with you. It is the only evidence if the counter says something different, and it costs a few minutes before the trip.

Compare the alternatives soberly

If the surcharge is heavy across the whole period, compare it against a booking where only an older person is registered as driver and the younger one does not drive.

That variant only holds if it is actually observed. Otherwise it produces exactly the situation that puts the cover at risk.
